Experience:
Minimum of Fifteen (15) years experience in complex systems, including:
- Experience in the planning, design, development, acquisition, installation, integration and/or implementation of complex communication systems that accommodate specific user requirements.
- Test and Evaluation policies and methods, including test plan, test procedure and test report development, and test execution, to DoD or equivalent standards.
- Hands on testbed experience such as testbed establishment (including the physical, interface and installation requirements), testbed maintenance or testbed operations.
- Communications Systems requirements development, analysis and verification.
- Extensive knowledge of the FAA National Airspace System (NAS) Architecture.
- Direct FAA En Route or Terminal environment experience, including requirements development and/or test experience in EAS/ERAM arena.
- Familiarity or hands-on experience with systems such as Tower Data Link Services (TDLS).
- Working knowledge of Terminal environment (such as Departure Clearance (DCL), Pre-Departure Clearance (PDC), Flight Data Input Output (FDIO), Digital Automatic Terminal Information Service (D-ATIS), ATC Communication Management (ACM), Controller Pilot Data Link Communications (CPDLC), logon, session establishment/termination and session status).

- Develop preliminary Test procedures for assigned Tests.
- Attend and contribute to the content and conduct of the OT Test Director staff meetings for the Data Comm program.
- Work closely with the test director on the OT baseline test configuration, providing technical data as backup for justification of entire configuration and components required/desired as part of the OT configuration.
- Participate, in an observer role as might be directed, in IT informal test runs as well as formal IT.
- Participate, in a substantive role, in OT informal test runs as directed by the customer.
- Participate, in any role as might be directed, in Risk Reduction test runs leading to formal IT.

Job Description: The role is a key contributor in planning and executing program plans and coordinating prototype/solution development. This role requires both internal and external stakeholder relationship management including working with the prime or subcontractor teams, aviation subject matter experts and FAA, to ensure that program plans are executed in accordance with program & technical requirements.

- Provide technical coordination in the execution of all phases of program from inception to completion

- Develop current year and out-year F&E and RE&D budget forecasts and justification documentation.
- Prepare program annual spend plans, Continuing Resolution plans (CR), annual OMB 300 Submission (OMB 300 A & B for 2011), Resource Planning Documents (RPDs) and Resource Matrix.
- Establish budget and resource allocations to support operations consistent with the goals and objectives of the program.
- Perform fiscal tracking, funding reconciliation, spending and EVM analysis of program/project funds utilizing FAA financial databases (PRISM, FMS, CWP and Delphi).
- Maintain a budget history for prior years and track the base level of funding for the programs.
- Present briefings at meetings.
- Maintain automated financial tracking systems for both F&E and O&M budget obligations and expenditures including individual financial transactions.
- Track and provide summary reports on funding allocations, obligations, expenditures, funds remaining, and projected shortfalls/surpluses for each functional area, DOP, and Service Area as applicable.
- Interact with FAA internal IP& A team and perform cost/benefit analyses and JRC FID briefings for the programs.
- Provide assessments of the accuracy, completeness, and reasonableness of externally developed cost/benefit analyses.
- Lead risk analyses to assess the risks associated with costs, benefits, schedule, technical performance, human factors, safety and security; and conduct iterative trade-off analyses among cost, schedule, performance, and benefits used to determine the most advantageous and reasonable solution to a core set of requirements.
